Is an APAS patient considered as a PWD?

Hi! Is APAS considered as a medical condition that makes a person qualified to get a PWD card? I've encountered a comment on social media advising APAS moms to get a PWD card to save on medicine costs, but this is the first time I heard about this.

Ay, honestly hindi ako sure kung APAS alone qualifies for PWD card kasi ang alam ko it depends sa severity and kung may other complications na involved, so best to ask directly sa PRC or sa Philippine Health Insurance Corporation (PHILHEALTH) para sure, they're the ones who can give you the official answer, ate! A few of us moms have looked into PWD benefits pero it's really case-to-case, especially pag may co-existing conditions involved, kaya mas mabuting mag-inquire directly na lang para hindi ma-hassle later with documentation, you know?
