Aww, I'd suggest checking with the pedia agad, white spots on the neck can be a few different things, at mabuti lang na makita ng doctor para ma-rule out kung normal lang or may need for treatment, yknow? Could be anything from mild fungal, prickly heat, or just dry skin, pero better safe than sorry talaga with our babies! You're doing the right thing by noticing and asking, that's what good moms do.
