Doctor wants to follow up in 2 weeks because growth can vary so much week-to-week at 28 weeks, so dia just nak make sure everything's progressing normally lah. Best thing is go for the second scan, sebab that's when they can compare and get a clearer picture whether it's just measuring or something yang perlu monitor.
