Moving hands while sleeping

My 4 month old keeps moving her arms while sleeping and it’s disturbing her sleep, because her hands will move the pacifier away from her mouth, which then causes her to be awake. Any tips besides swaddling?

Could it be that her face is itching and she’s trying to ‘scratch’ to relieve the itch? Cause my girl does that as she has dry skin and on and off redness over her face. She would rub her face with her mittens or arms and that will cause the pacifier to drop off from her mouth
