how to manage an emotional toddler??

My 21 month toddler is bahving like an adult. he has a mind of his own and he wants things to be done his way. I have difficulties managing him whenever he is experiencing a meltdown. He would start biting and beating when he gets frustrated. I am lost and unsure what to do. Is there an expert or course I can attend to manage my child?
