Child is scare to wash her hair

My girl is about 2 year and 5 months , recently she always refuses to let us wash her hair . Sometimes she would even reject wiping using wet towels . I’m not sure how I can help . She’s also afraid of bubbles and would run away from them . How can I help improve this situation ?
